Provide interface to current architecture simulators to combine with Collective Optimization Database and CCC Framework

Description: Current cDatabase:Collective Optimization Database is used mostly for program optimizations though it provides information for architecture variations (using compiler flags, i.e. reducing number of registers, enabling multimedia instructions, etc). We would like to provide common API to current architecture simulators (such as UNISIM, SimpleScalar or other) and combine them with CCC Framework and Collective Optimization Database to enable realistic collaborative program/architecture co-optimization and share interesting optimization cases with the community.
